Though the HTML Toolbar can be customized by going to Tools > Preferences > Tools > Toolbar, there are no buttons for newer and frequently used HTML tags (such as <div> and <span> As of version 3.0 both <div> and <span> are available!).

In vista to change the HTML toolbar tags, you must modify the xhtmltoolbar.acp (or htmltoolbar.acp) located in users\your_username\appdata\roaming\editplus 3\xhtmlbar.acp.
